On Worksheet 2 enter a list. Say from A1 to A3.
Right click a toolbar and choose Forms.
Drag a Combo box control onto Worksheet 1. Right-click the control and choose Format Control.
For Input Range on the Control tab, select your list. (It can beon a seperate worksheet)
For Cell Link choose a cell on the same sheet as the list. Say C1.

Back on the Worksheet with the Dropbox, use the formula =Index(Sheet2!$A$1:$A$3,Sheet2!$C$1)

The answer already given seems to be rather complicated. Just use validation [under data]. Select list and with only 3 values type these directly in the box. If you need more values or a list that easily can be changed, use =myrange as reference with the values somewhere in the same workbook and the range name myrange. Adding a mew value somewhere in between is very easy. At the ends could give wrong results if you don?t amend the range definition.
By the way. With validation you can enforce or advice to use the given values.
Good luck.

If this is part of the same project that gave rise to the mother of all excel projects, I would have to say this should definitely be a database. the forms are easy to create and you could set up security for your users and all of the data would bein one place.
