Excel spreadsheet won’t open

I have a problem..obviously. User cannot open one particular spreadsheet. It is a small file 55KB. When opening another file of same size it is fine. I have looked at permissions that is not problem. I have looked at macro security that is not the problem. We have tried opening it from excel and also from windows explorer that is not problem. All other users on network can open, just this one PC that cannot. Help!
