Exchange 2000 Client Tools

I am trying to install Exchange 2000 System Management tools onto a W2K Pro box with SP2. When changing the action to “Custom” the installation returns the error message “Microsoft Exchange 2000 has an unknown installation problem”. I have rebuiltthe system from scratch and the same error occurs.

Does anybody know how I can get around this error and install the Client tools??
