Exchange 2000 Forestprep error

I am working on upgrading existing Exchange 5.5 to 2k, but hit a problem in forestprep. I keep getting a 0x8007001f (device on system not functioning) error. I have checked all devices on all servers on the domain. There was a bang on a PCI audiodevice on one server, but corrected that problem. Restarted server with error and retried forestprep. MS site not much help (yet?). Any ideas?
