Exchange 2003 welcome message

I wondered if there was a way to send a custom Exchange welcome message. i would like for the welcome message to contain some basic information about exchange, IE URL for OWA, how to access OWA from home, links to instructions. i would like for the welcome message to be automatically generated when the user is setup.
