Exchange 2K IIS Admin service resets

The IIS Admin service resets itself every 2 minutes on my Exchange 2000 member server. I have 2 Domain controllers in an all Windows 2000 domain. The IIS Admin service recovery option is set to run the file issreset.exe on fail, thus the reset every two minutes. I am trying to find out what is triggering the IIS Admin to fail and subsequently to reset. I have resolved the problem by performing a disaster recovery on the Exchange box, but would appreciate any insight into what could possibly been triggering the the reset.
