I am creating some project PDLs that I want contained within the GAL so that any user on our system can send messages using them. I can determine how to add external SMTP addresses to this list. Any idea if this is even possible in the program, oran idea of a add on that would allow it?

Unless I'm missing something, you just want to create a Distribution List available to everyone. No problem - to create it, just highlight the Recipients container in Exchange Administrator, click File, then New Distribution List. From there you'll be able to select the members of the list and who will have access to send to it.
To add external SMTP addresses to this Distribution List, you'll just need to create a Custom Recipient for each external address and then you can add that recipient to the Distribution List just like you would for any internal user.
