Exchange 5.5 outgoing message limit

I am running Exchange 5.5 on Windows 2000. I have been have a problem recently of messages being bounced back with NDRs. I believe it is our server and not servers that the messages are being sent to. Below is an example:

The following recipient(s) could not be reached:

‘Support@gfiusa.com’ on 6/12/2003 4:48 PM
The content length of the message is too long for the recipient to take delivery
The MTS-ID of the original message is: c=US;a= ;p=Spiegelhoff’s Su;l=SPIEGS5-030612214707Z-1057
MSEXCH:IMS:Spiegelhoff’s Super Food Market:SPIEGELHOFFS:SPIEGS5 3552 (000B09AA) 4907129 bytes exceeds server limit of 2097152

I cannot find anywhere that this limit is set. I went under the connections setting and the General tab and it is set to no limit. Please help.
