Exchange 5.5 – Prevent mail deleting

We have an exch 5.5 server (Sp4) on NT(sp6). All clients use Outlook 2000 with a few using only OWA for email. Am looking for suggestions on how to prevent a user that is about to be let go/or leaving from deleting all the email from their mailbox.
