Exchange Administration

We are looking at letting a few of our department help desks take over some Exchange Administration tasks. Can anyone recommend any good third-party apps that would allow for a help desk to create mailboxes, add users to distribution lists, and not much else? Or is there a way to set this up with existing MS permissions?
Also, one of our departments who would like to do this sits behind a firewall. What ports would need to be opened for Exchange administration tasks (if any)?

Which version of Exchange are you using would be the first question.

If you are using Windows 2000/2003 and Exchange 2000/2003, you can easily grant help desk personnel the rights to create users and modify distribution lists.

If you're running exchnage 2000/2003 then it'll be pretty easy for you. You can create user and define permission for them. You need to open ports to GC/DC of the domain. This will be enough for helpdesk to do all the things.
