Clarify your request.
It sounds like you are in a company that wants to stop their server from forwarding and you want to bypass policy!?

if the Exchange server doesn't allow forwarding, which is relaying, then there's no way to bypass it. on the other hand, you can forward emails to recipients in your address book. but that's not automatic forwarding. you would have to compose an email.

Two ways to do this are..

Not sure if you mean internally forwarding email or forwarding it externally but here are some options.

One been that this process of internally forwarding user email is normally done on users accounts in active directory which allows a users email to be forwarded to another automatically (you can specify to keep a local copy or just forward).

(Which is what I believe you mean when you say the company has stopped email forwarding or I am way off?)

Another way (which you can use for both internal & external forwarding) is that you can create a local rule in Outlook to check email after they arrive (enter the criteria) and forward to other account/distribution list.

There are probabley other ways but off the top of my head these are a couple of options I can think of.
