Exchange Internet Connection

Hi guys,
A friend of mine had a company install exchange in his office. The problem is when the internet connection is down, the office workers cannot access their inboxes or emails. Is there any way I can change that setting so that is the ISP is down they can still read existing emails in their inboxes.

You can change all of the email clients to POP accounts. This will download all of the email off of the server and store it on the client computer. If the server/net goes down, users will see their email. The problem is if anything happens to the client computer, the email is lost).

Exchange 2003 with outlook 2003 will keep the email on the server, but will cache a copy to the client. If the net/server goes down, then the clients can still see their mail.
