Exchange Migration Free/Busy Issue

We recently upgraded a client site from Exchange 5.5 to Exchange 2000. All is well except the Free/Busy information will not publish. We have tried the MS fix using ADSIEDIT by editing the LegacyDN entry. We still have no Free/Busy data being published. The Exchange 2000 server is in native mode. All users are logging in fine but no calendar info. Any thoughts?

In a completey separate environment I also migrated my exchange 2000 to 2003 and have the same issue. Am I missing a peice of the puzzle?
