Exchange, Outlook behind ISA server

I have installed an ISA server with Exchange 5.5 behind it. That is working fine. Recently, I attempted to set up some exception rules in ISA to stop exe and vbs attachments from going directly to the user. I asked ISA to "Hold" the mail. This is still not working for me. What is new is that Outlook gives me a notification on my email enclosed in a yellow box that says "Outlook has blocked certain attachments that could be potentially unsafe" Why is it generating this message and where isthat being directed from?

The yellow box message is coming from the built-in Security attachment patch from microsoft. They introduced it to combat vbs outbreaks like Melissa and such. I believe in outlook 2000/2002 it comes pre-built into the client.

In outlook 97/98 youhad to install the patch itself.
