Exchange Server 2000

i am getting an error message bounced back to me in outlook when i try to send an external email:
“The destination system is currently not accepting any messages. Your site has been listed as a known open relay site, we do not accept mail from your site”

Does anybody know what this means and how i can resolve this issue?
