Exchange Service Pack 3

I installed SP3 on our single Exchange 2000 server last week. After the installation our users who check there e-mail using VPN and then connecting to Outlook can not gain access to the server. A popup box keeps asking for their password. I have tried the following:
1) Reset their password on the DC and on their VPN connection.
2) Re-set up their VPN connection, tried different settings.

Has anyone else seem this problem with SP3?

Microsoft article Q324037 titled, "Microsoft Exchange 2000 Server Service Pack 3 Security Modification and CDOEX/CDOSYS" addresses an SP3 security issue:

A security modification in Microsoft Exchange Server 2000 SP3 removes broadly available Readaccess to the Microsoft Internet Information Services (IIS) metabase. As a result, a Collaboration Data Objects for Exchange (CDOEX) or a Collaboration Data Objects for Windows (CDOSYS) application that uses Simple Mail Transfer Protocol (SMTP) to send e-mail messages may fail.

Sending e-mail is not the problem, just connecting to the server using a VPN connection. No problems with local connections. I have read this article but it does not pertain to my problem that I can tell.
