Is your desktop set to active desktop? Is your desktop background set to use an internet URL?
Try removing active desktop first (turn it off). Then see if you can remove the temporary internet files. Also, only remove these temp files through IE (tools, Internet options). Many people seem to think that they are removing temporary internet files and actually wipe out Operating System files. Make sure the files that are being deleted are the correct ones.
