External Enclosure not working

I just bought a masscool UHB-360US external enclosure. Unfortunately when I plugged in the USB adapter it acts as if it is picking it up. It makes the noise but nothing happens. I figured its XP SP2 it should be plug-n-play. But obviously I was wrong. So I tried to install the drivers from the disk. Only has W2K and 98 thats not good. I dont know what I can do to get this working any suggestions...

XP has the drivers in its install and W2K + 98 didn't so it's not that. XP is plug and play, and it should appear as a Mass storage device. Have you checked in the Logical drive manager ? It may be raw and not installed as assessable.
Check the Device manager for driver issues.

Now to your current problem these USB Enclosures need to have the drive placed in them set to Master. If the Drive was used and is set to Slave it will not appear in either My Computer, Explorer or Drive Management as it is not correctly installed.

You need to remove the Drive and set it to Master then replace the Drive into the enclosure and then use it. But it should be turned off before starting the computer and most importantly you need to make sure that the Power Supply for this enclosure works correctly. USB Only provides 5 V DC from the ports and the 3.5 Inch Drives run on 12 V DC so the USB Port Can Not supply the necessary power to run the drive and this Low Voltage will actually Damage the Drive.

You also need to Dismount any drive in this enclosure through the Safely Remove Option on the Task Bar by the Clock in XP before turning off the Enclosure or you run the risk of corrupting the Partition Information on the HDD.

If this is a New HDD you need to turn it on then proceed to Drive Management so log in with Admin Rights then open the Control Panel in Classic View and click on Administrative Tools then Computer Management and when the next Window Opens Drive Management. Scroll down to the Unformatted Drive and right click on it and chose the Format Option or Prepare if you are prompted first. After the drive is formatted it will appear in Explorer or My Computer.

If your external drive is correctly configured, plugged in properly and is not being detected at all.

Remove and reinstall all USB controllers

To remove and reinstall all USB controllers, follow these steps:
Click Start, click Run, type sysdm.cpl in the Open box, and then click OK.
Click the Hardware tab.
Click the Device Manager button.
Expand Universal Serial Bus controllers.
Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time.
Restart the computer, and then let Windows detect the USB controllers.
Plug in the removable USB storage device, and then test to make sure that the issue is resolved.
