Extreme slow connect on Peer to Peer XP

I have a small network with Windows 98 and Windows XP running. The 2 computer running Windows XP are of the same model and NIC card. One was an upgrade from Window 98 to XP and the other clean load for XP. The problem I am having is the second XPcomputer will take upto 3 minutes to connect to another computer no matter the OS. The reverse is not true. Any other computer no matter the OS can get to the second XP on a Peer to Peer connection with no delay. This includes the first XP PC. Ihave tried tweaking the registry, reinstalling the NIC drivers and to no avail. Does anyone have an ideal of what is happening??
