finding out a users rules in outlook 2000

I was asked by management to find out what rules a user has set in his outlook client. Reason is he is claiming not to get emails but the sender is getting back a delete without read receipt. Is this possible to do on the server or do I need to be on the users system to view his rules .We are using exchange 2000 and outlook 2000
