Is there a way to get into Firefox's options without launching it, as with IE?

Yes, but not exactly

It is not integrated into the OS like IE is, so you still have to launch it, but you can launch the preferences window only.

firefox.exe -preferences

If you like, copy an FF shortcut, then append the argument to the command (Target).

FYI, I found another option. you can create a shortcut and modify the Target in the options:
"C:\Program Files\Mozilla Firefox\firefox.exe" -chrome chrome://browser/content/preferences/preferences.xul
