Folder rights in Exchange 2003

Hopefully this is a dumb question as it is driving me crazy.

My Director has requested that I create a few public calendar items to represent boardroom bookings that all of the users of the company can view to see if they have a meeting in a specific room. This is easy but the addon that he wants is that there is a computer in our lobby that is logged in as a generic user and has access only to view the calendar items, this user must be able to see the scheduled appointments but must NOT be able to open a specific item….this is where I hit the wall. I have the entire thing set up but either the “generic user” can open the appointment or it doesn’t see that the appointment even exists. What am I missing?
