Foot in the door

I have recently started a new job as Sr. Network Engineer working for the government. I have a total of 9 years of collective IT experience. I am a CCDP (Cisco Certified). I have been on the job now for 3 months. My question is, what is the bestway to break the ice with the "good-ole-boy network" so that I can get information/documentation to just do my job? My position requires that I interact with this group in order to determine the needs of our infrastructure. Some of the members in this group won't even return an answer to emails. I need to mention that the group that I'm working consists of middle-aged white men, that are not certified, but who have years of valuable knowledge and experience.

I know where you're standing!
I'm working with the goverment, Sr. Systems Administrator.
If you're working with the groups I am, you might be running into what I saw when I switched over to this industry almost three years ago.
Everyone is so tight about the information or help they can give because of several reasons. 1. A need to know; 2. Contractors tend to not share information for fear of having the contract stolen; 3. The procedures keep changing; and probably many other ideas thataren't popping in my mind as I write this note.
I was in the newspaper industry for 20 years (don't age me, I started young!) and it took about 15 years then to show that newspaper techies could share information with other newspaper techies without giving out too much information! It's the same here in the government industries except it's exaggerated by those who are protecting what they consider contract secrets or the security levels that absolutely have to keep secure.
