Yes if you Only format the C drive and intsall new windows on the same it work all fine, how ever i will suggest you can still upgrade to windows 10 without loosing any data

There has always been Windows 10 available at no cost, to upgrade from previous Windows or to do a Clean Install. You will need a Windows 7, or 8 product Key to activate. https://www.microsoft.com/en-au/software-download/windows10

When you format and installing/upgrading windows you only affect the HDD/partition you choose under the installing/upgrading, so if you choose C: in the install you only affect C: but allways better safe than sorry, so i recommand anyways to take backup just in case if possible.

Well, yes, if you format only C drive & install new Windows on the same it will not put any effect on your data, stored in other partition of the drive, but still, I recommend you to keep a backup of your data stored in all the partitions of the drive or else download the data recovery software like Stellar data recovery professional so that in case of any data loss situation you can recover your lost or deleted data with the help of the software.
