forming categories

In attempt to categorize software used in industry for product development by function, considering that i follow the procudure of obtaining customer’s voice (needs), sort these needs with respect to relative importance (by brainstorming in a focus group),then find out how these attributes affect the different parts of the product development process (what would be the best way to do this? a survey in an actual industry? or may be a questionnaire?). Finally i would like to categorize these attributes (the ones that dirctly affect the product development process) as the functions of the software.

question: would i be justified to apply the quality function deployment (QFD) tool to form these categories? Otherwise, how else would i go about this problem?
