Forwarding of E-mail not Working

I?ve got a problem with forwarding mail from exchange 2003. I have created contacts & set forwarding on the mailboxes, but the mails are not forwarded on, if an external user sends mail to the exchange mailbox. If you send the mail from inside the organization the mail is forwarded on and the user receives the message. Can someone please assist.

in exchange system manager, go to global settings, internet messaging format. Right click on Default domain and go to properties, then to advanced, and make sure "allow auto forward" is turned on.

Is there a security risk to enabling this option?
A consultant helpped set up our Exchange Server, and all the options in there were checked except for "Automatic Forwarding", can anyone think of a good reason to NOT have this enabled?

Security risk to allowing forwarding

This question may be best answered by a question to you:

Would your business and perhaps your industry regulators (SOX, HIPAA, GLB) be pleased if one or more of your employees set an Outlook rule to auto-forward all their e-mail to your chief competitors? How about if each internal message was mirrored to a purchaser of identity theft-related information in exchange for cash payments?

Perhaps this is unlikely, possibly you have no corporate secrets or maybe none of your workers would behave in such a way. Trouble is, if you enable the technology, what's to stop someone from misusing it? Would you want to discover it after the fact or once it became a headline?

I can't tell you the right answer but I can tell you that it all depends on the nature of your business, your security policies and your viewpoint.
