Beyond the Scope of These Forums

Designing a FPGA for a specific function is well beyond the scope of these forums.

The bulk of the skills of the peers who frequent this site are computer IT related, not circuit design.

You really need to go to an electronics focused web site to get any help with your design.

What electronics knowledge do you have?

The core of designing a FPGA is to design the circuit functions and then arrange them within the limitations of the gates that are available.

Keep in mind that you will still need additional support circuitry outside of the FPGA.

Most of the FPGA manufactures have application notes and tools to assist in transferring a circuit design to a functional FPGA.
