freezes on boot-up

Ihave outlook express 6.0 with office 2000 installed. the start up folder has office 2000 in it.

I get and error message on my first boot up after
a freeze up like this: ERROR:OE:0028:C0030AEC.
I need to know how to prevent this and what doesall those numbers and the like mean. Do I really need to know this??
