FrontPage 2k can’t edit intranet site

We have a collection of .htm pages we refer to as our intranet site. While the intranet is sitting on a Win 98se machine on our peer to peer network other people are able to edit/make changes to the site via FrontPage 2k from any PC on the network. But, when I moved the intranet folder from the Win98se machine to a Win2k Server machine (not running IIS) then only people running Win2k Pro could edit the site. People running Win 98 and FrontPage 2k get an error stating that the .htm file that wasjust clicked on to open it can not be found. Sometimes I was able to open an .htm file but when I tried to save it I got an error message about not being able to edit against the web site and to contact the web master. Any suggestions on how to get Win98 machines running FrontPage 2k to be able to edit an intranet site while it sits on a Win2k Server machine?
