Globe icons covering desktop icons

My sons computer (Win ME) suddenly has little globes (world globes with the MS Windows flag on the top left) covering every single icon on his desktop. I have checked for viruses and programs that might be causing it, and checked all of his displaysettings. I have scoured the web looking for information and cannot find anything. Anyone seen this before?
