GPO and disabling Internet access for productivity

Currently, there are several GPO’s enabled on our Win2000 AD network.

Most of the users have been denied access to Internet browsers such as InternetExplorer.exe & FireFox.exe as well as installation of new programs.

The hope was to disallow users from accessing the internet to keep up the productivity time, HOWEVER, it was discovered that if there was an internet link in a “Networked” file (eg. a pdf) then these users can click on it & gain their access from there on in to the internet.

Is there a way to disable this altogether?
And where can i find this in the GPO editors?
