Grading an RFP response

Oue company is producing an RFP for assistance in Web Site design ( we have already worked up the basic concept, and own the domain name ) as well as a ISP. Management requires that RFP responses are graded to determine the recommended vendor for acceptance. Is anyone aware of any sample procedures that we can use for such a purpose? In order to make the recomendation both qualitative and meaningful to management. We would rather not have to invent something off the wall

Establish a scorecard.

Take each series of questions and establish a grouping such as "how quick they are to respond". Take each section of the RFP and grade each section on completness, did they answer the question, and other criteria that is important to you. Grade each answer with a number 1-5, define what the numbers mean to you.

You can weigh the scorecard as the next level, give each question a rating 1-10 for how effective they answered the question corresponding to your criteria, see above. Then you rate the question's value of how important it is.

Just because a vendor took all there marketing info and put it in your RFP does not mean they did a good job. You want to grade the response based off of the question and did the vendor think outside of the box. A stats book will give you some examples.
