graphic overlays or superimposition

Can graphic files be combined without professional graphic programs? I have heard there is a way to do this without adding software. Bear in mind I'm talking about .gif files. Can I use existing files to make a logo graphic?

Don't know what software you are running, but you can import .GIF pictures into excel and combine several on one sheet! You can also copy images from excel into (OUCH!) paint to create .BMP images.
These are straight import picture, copy, and pasteproceedures.

It can be combined, worse come to worse, use Paint.
How do you define "Adding software"?
You can create graphics, as long as you have the right tools.
