A user or group will be able to write to the file if they have the Write permission. Modify is what allows them to delete the file. They need to have at least that level of permission to do so. If they are accessing it over the network, they must have at least Change in the share permissions. What it sounds like to me is they have Write at the most. Also check to see if the permissions for this file are inherited from a parent directory.
