Group Policy In Active Directory

How do i get the policy to run on the domain users. When i set up the policy it runs on the local machine. I want it to run on the domain users.

Can someone please help me.

  First, where are you creating the GPO? Second are you setting the User or Computer portions? After that what permissions to the GPO do you have applied?
  
  Come to think of it, what are you trying to accomplish with the GPO?
