Help and Support Center not working for Windows XP

I just upgraded from Windows 2000 pro to Windows XP pro. I did an upgrade not a full install. The upgrade appeared to go fine. After the upgrade I went to Microsoft update and got all required updates. Everything seems to be working except for the help and support center. When I click on the help button in the start menu I get an hour glass and then nothing, not even an error message. I have done a scf - ok. I checked the registry value for helpctr - ok I checked that the help and support services service is running - OK. I did a re-install - OK. But still no help any suggestions?

This sounds like an issue with the upgrade

I would try repairing the install with the Upgrade Disc. That may help but you may be required to do a new clean install from the Upgrade Disc after you format the HDD.

All that is required here is when prompted insert the install Disc for the older version of Windows let the Upgrade Disc see it and then replace the Upgrade Disc when prompted to complete the install.
