Quite a lot of hosting companies offer website builders, that is programs a layman can build a website with. Choose one with the website builder that can make the site you need.

Quite a lot of hosting companies support WordPress. A somewhat IT-savvy person can use that to build a more powerful site. It has a lot of extensions for specific functionality you might need.

And finally it can be that with “website builder” you mean a company or freelancer that you pay to make your website. There are so many, that it’s impossible to recommend any.
