Help me with invalid MAC address

I have connected to our town ISP. HE is an about
2000 PC optic cable VPN. I am running XP pro on new PC. The person who came and made adjustment to my computerq gave my LAN card /SiS900/ a random number he decide 096406......etc. AND HERE COMES THE PROBLEM: I had NO LAN nor Internet connection, only error report 800.
I am not experienced but notice that usually MAC adresses start with 00. I saw on Internet that the only 09 is of AT&T and think is wireless.
When changed MAC to 006406...I got LAN connection
but no access to Internet because they have my old MAC and together with username and pass generate error 735-addres rejected by tne server.
Sysadmins told me it's my problem and don,t want to fix the problem. HELP PLEASE!!!! I am desperated. Please give me any advice what to do to get my Internet acces or haw to explain them more clear what to do to fix the problem - replace 09 with 00.
My ISP is www.optisprint.net 62.73.103.30 in Bulgaria.
I think this MAC bug is unknown ?

Why would anyone change the MAC?

Each MAC address is supposed to be unique, so no one should ever have to change the MAC. Usually, the actual MAC cannot be changed, it can only be spoofed in software. Can you get a new network card?
