      Check with your service provider.

Some cellular providers will have data, but only using the cellphone itself. It may be an extra billing charge to enable hotspot availability. My provider is like that with my current plan, I have data, but hotspot is not included.

From my experience, tethering and hotspot must be enabled by the cellular carrier and you cannot enable it on your own. Does your carrier recognize the make/model of the phone. Some features must be provisioned/enabled by customer service. You mentioned your Fig Phone, but not the exact model or who your carrier is. Prepaid or postpaid? Used in the US or another country?

First question: if you put your SIM-card into another phone (try one from a friend or family member) does it work then?

If yes, it’s the phone. Contact the shop where you bought it or the the maker (fig).
If no, it’s the carrier. Contact their customer service. They might be able to activate it, but maybe you need another subscription for that.
