Help Screen Pops up

Help menue pops up in all windows programs. If I shut it down it comes right back. Most any mouse movement over an icon,the task bar or in any of Office features,does it on thedesktop,IE,Outlook Express. Just started yesterday. And I can’t seem to find anything relating to this problem or information on any sites. Could be something that I am overlooking. The last thing that I remember doing before this happening was printing a sheet of cd labels using Nero CD Cover Creator.
I am running Windows 98 SE. Office 97 Professional edition, IE 5.5 with latest updates

here is what i would try:
1) another mouse
2) scanning for virus in safe mode with latest virus definitions

Problem was with the mouse. Repaired a broken wire making a momentary contact when the mouse button was depressed. This was an Acecad 4 button puck for a graphics pad. Other wise would have replaced instead of repairing.
