Hotmail account lock out

The end of April the server I had used for my hotmail accounts was shut off without an explantion. Efforts to contact hotmail (outlook express) have been to no avail. Money spent for extra storage to expand email capacity are without access.
How can they do this? Who did this? Why was this done? Why can’t I receive a response?
My hotmail accounts: runtogo@hotmail.com and plantog@hotmail.com have been unusable. My new email account is plantogo2000@yahoo.com
