How can I move from a Technical Support role to an Administrator?

This is the context of my question:
I’m the only tech-guy student in a school with 500 or more students. I give maintenance to computers, cameras, voIP telephones, and even printers (if I know how to). My superiors don't understand (don't see the need, maybe) that we should have an IT Departament and not just a IT guy...

I'm also responsible of foreseeing security issues, hardware failures, and pretty much everything expected of a IT Administrator. But I have not been to able to divide my time from keeping everything working (giving maintenance to all IT stuff we have) and planning for the future. Some days I feel I am not doing nothing, and some days I feel I am doing too much.

I would like to help this school get organized somehow in this respect, but I don't know how to start, what to do, what to say...?
