How can I rebuild the XP VPN WAN Miniport (L2TP)

I have two XP Pro SP2 partitions on my notebook and always use Wireless. I use C: primarily, and E: for emergencies and testing.

On E: my VPN connection works fine. However on C:, I continually get “Error: 800 Unable to establish connection” .

On C:, I am able to ping the VPN host from the command line, and the MS IPsec Diagnostic Tool confirms the host is reachable. But I get Error 800 when using the VPN Connector, even when I turn off the firewall.

I copied the working rasphone.pbk from E: to C:, but still get the Error 800. I suspect the VPN connector [WAN Miniport (L2TP)] is not dialing out, or I have an error in the registry and would like to be able to rebuild/reset the default XP VPN settings if possible. I have the original XP Pro install CD.

How can I rebuild the XP VPN WAN Miniport (L2TP)?
