how do I activate the Infrared Port

I want to connect my mobile phone (Motorola Timeport) to my PC (Windows 98 SE) using the Infrared port. I have Software manufactured by Starfish called Truesync. I am Not sure if I also need a data cable to connect to the serial COM Port. In any case there is no Inrared Icon in the Control Panel as I am led to believe there is meant to be. So how do I activate the Port and where would the actual Infrared connection be located on the PC?
