How do i make a Group Policy a local one

I have a Group Policy for tieing down a desktop on Windows 2000 workstations. I would like to use the same on Win2000 Laptops – which may or may not be attached to the LAN. I’m assuming you can copy the settings to a Local Policy?

How do i do that ? And does it then apply to all users of that laptop – or can it be set up for all users except Administrators? Cheers
