When I try to start them , it tells me that the WWW service is running and must be ended before I can start them. I have never received this error beforeand therefore not sure where to go. It is found under the Internet Services Manager or MMC. You can get to it through the Proxy console or through NT 4.0 Option Pack -> IIS then Internet Services Manager. Click on the default Website and then Stop.

In the past, the only true way of stopping WWW services for me was going to the command prompt, and c:\net stop iisadmin /y
Then go back to MMC and re-start the services.
