W98 --- ah so long ago (:')
You have to make the two logon passwords the same. If I remember correctly there is an opportunity to get them in synch when you go to the Password icon in the control panel.
Good luck

To prevent Windows 98 from prompting you for a password at startup, follow these steps:

1. Right-click Network Neighborhood, and then click Properties. 2. On the Configuration tab, select "Windows Logon" in the Primary Network Logon drop-down list box, and then click OK. 3. When you are prompted to restart your computer, click No. 4. On the taskbar, click the Start button, Settings, and then Control Panel. 5. Double-click the Passwords icon.

NOTE: If you cancel the network logon, the Change Passwords tab may not be available. You must logon so the Change Passwords tab will be available.

6. Click the Change Passwords tab, click the Change Windows Password button, and then click OK. 7. In the Change Windows Password dialog box, type your current Windows password in the Old Password box. 8. Leave the "New password" and the "Confirm new password" boxes blank. Click OK, and then click OK. 9. Click the User Profiles tab and verify that the "All users of this computer use the same preferences and desktop settings" option is selected.
10. Click Close. 11. Restart your computer.

Note: This will not work if you have User Profiles Enabled.

On the 98 machines, run REGEDIT and navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Network
Create a DWORD value of DisablePwdCaching
Set the hexadecimal value to 1.
You will never be prompted by a Windows Logonagain.
