humm RFP to me is means "Request for Proposal". Usually the requesting party issuing a RFP provides the general parameters and requirmemnts that must be met with any contract issued pursuant to the RFP. The proposal should clearly state "how" each of those parameters & requirments will be met. General outline includes, Purpose, Scope, Assumptions, Proprietary Statement, Statement of Work, Data item submittals. In addition is the Cost proposal. In this section, the type of contract, e.g. time & materials [T&M], Firm,Fixed Price [FFP],Cost plus a Fixed Fee [CPFF]is stated along with supporting costs including all materials, labor, overhead, general & administrative, profit.

Try checking out:

www.gantthead.com

Registration is free, and they have an RFP template that is available under the search results for "RFP."

It sounds like what you need to concentrate on is not the RFP itself, but the way you manage the entire contracting process. If you don't know what you want, then you must ask the vendors to write their proposals in simple language, explaining what they intend to do and how it will benefit you.

Your RFP will not be very thick, and much of it will be "boilerplate" language written by your company's legal staff. Be sure to collaborate with all the people who have an interest: IT operations, telecommunications, network, training, HR, end users, and don't leave out the regular guns-and-badges physical security people -- you'll be surprised how useful their perspective is.

You will learn a lot from reading the proposals and it will help prepare you for choosing the right one.

Make sure that your proposal evaluation committee includes representatives from all over the company -- perhaps the same ones who helped write the RPF.
