How Much Energy Consume by a 'Sodium Light' on Street

I understand the street lighting you wrote on near France is Energy saving smart technology, which contain a circuit with micro chip to receive or send the condition to it's control center. My Question is how much energy this light consume on full operational and low operation mode. The Technology I asking about the technology ' echelon' which is describe in: http://www.zdnet.com/blog/green/french-community-cuts-streetlight-energy-usage-by-one-third-with-echelon/13553

I am comparing with the Low Pressure Sodium Light, which which average energy consumption is about 35W constant operation. Will it be realistic if a city corporation start installing the technology in turn key basis?
