How to best reach out to tech people?

Hello, we run an IT sourcing company. We do all types of problem solving related to technology in the cloud for every company. From licensing, to solutions, to team augmentation.

We need to reach end clients to build our presence, we have used a variety of social media but struggle with targeting the right groups. How do I best reach and bring free content that we publish to our end clients and not just to the general public?
